It's something we can't confirm, but some email accounts (like google) allow you to add modifiers to your email address. Perhaps you could try creating a new one for each site you join so you can turn it off if needed with filters. like youremail+21sextury@gmail.com for instance. Even though both of my credit cards are from American banks and I have a USA address and I am an American citizen. I never, never, ever have this problem with CCBill.
